At the end of XVIII century Russia successfully won a number of Black Sea wars. A wide access to the Black Sea was opened for Russia as well as a chance of using the rich natural resources of Azov Sea territories. The access to the Black Sea and joining of Crimea stipulated a need of fortification of the South borders. Olds Turkish fortresses, and newly-built ones were used for this purpose. The fortresses and the fleet needed cannons. Industrial Ural was far off, and government came to a conclusion of construction of a government plant close to the Black Sea shore. “Godfather” of Lugansk foundry plant certainly was a commander-in-chief of the Black Sea fleet, admiral Nikolay Semenovitch Mordvinov, and “godmother” – empress Ekaterina the Second, who signed in 1795 the edict on the settlement of foundry plant on the river Lugan’. Edict was prepared by Mordvinov, since he was one who managed to persuade Petersburg Admiralty to switch 715 thousand silver roubles left from construction of the young Black Sea fleet to the construction of cannon-foundry plant in the south Russia. Mordvinov entrusted a Scottish foundry engineer and inventor, Carl Gaskoin, to build a cannon-foundry plant. After close study of the natural deposits Carl Gaskoin offered to manufacture cast iron cannons, rather then copper ones. For this purpose an ironworks was built at the village of Cambrod (Stone Ford) near the river Lugan’

First, city was being built without an officially confirmed plan. All vertical streets were identified as lines (as in Saint Petersbourgh), and all horizontal ones had names. The most first street of the city was English Street. Foreign specialists who arrived to work at the plant settled there. A mansion for the director of plant was built there. On the same street, in the family of a factory physician, Vladimir Dal, a compiler of a well-known Explanatory dictionary of Russian, was born. Later have other streets appeared such as Peterbourgskaya, Uspenskaya, Kazanskaya, Bankovskaya. Later Peterbourgskaya Street became the main one. Here two-stored houses were built, in which, as a rule, shops, barbers’ shops were placed at the ground floor. In Lugansk there were more then ten churches of different religions: Kazanskaya Preobrazhenskaya, Trinity, Assumotion, Petropavlovskaya, Nikolayevsky cathedral, a synagogue, Catholic Church, several of prayer houses. To great regret all these buildings that had a great value as architectural monuments were destroyed in the 30th of XX century. The only church that survived but was greatly damaged is Petropavlovskaya church in the Stone Ford.

In 1882 Lugansk considering its economic position, by the solicitation of local merchants and gentries was raised in the status of a district city. In the springtime of 1883 the first Chairman of City Duma (Mayor), Nikolay Petrovitch Kholodilin was elected, and Duma itself was placed in one of the best buildings of the city on Kazanskaya Street.

With increasing of a number of population, a network of schools increased. In the city there were several private gymnasiums, two public gymnasiums, schools, grade schools. With the development of industry in Lugansk several banks appeared in the city. The largest was Azov-Don bank on Kazanskaya Street.

In 1903 Lugansk received its court of arms.

Life of the citizens of Lugansk was varied and interesting. .Several libraries, movie theaters, a circus, parks, clubs were in the city.

In 70-80-ieth of XIX century new factories and plants appeared in Lugansk. The largest one was Lugansk cartridge plant modified from foundry and locomotive plant of Gartman. In 1898 there were already more than 30 industrial enterprises, as well as much small businesses and craft workshops.

At the beginning of the XX-th century Lugansk has confirmed itself as a large industrial center, as a city with its own multinational traditions and particular mode of life.

Injury or illness caused by alcohol or drug use.

People going on holiday tend to adopt an ‘it won’t happen to me’ attitude and, hopefully, it won’t. But nobody is immune to ill-health or robbery, and baggage loss can happen to the best of us. So, for sheer peace of mind, it’s worth looking into travel insurance when booking your trip.

The medical aspect of a travel insurance policy is probably the most important and the most needed. Far more people fall ill abroad than you’d think, and the cost of OTC medication can be extortionate abroad as well as at home. Even contracting a simple stomach bug can cost you dearly. And if you need to be hospitalised in a foreign country, you could find yourself deeply out of pocket – most countries don’t have an equivalent to the NHS.

It’s important to remember that most travel insurance policies won’t cover you for any problems related to pre-existing conditions such as diabetes, heart disease or cancer, especially if you haven’t mentioned these to your insurer when taking out the policy. Like any other type of insurance, omitting details on application can result in claims being refused, so make sure you tell them everything. This also goes for any dependents who are travelling with you; their medical history needs to be disclosed, but if the holiday is cut short because of a pre-existing condition it’s unlikely you’ll be reimbursed. Pregnancy, although technically a pre-existing condition, will normally be covered as long as you will be less than 28 weeks pregnant by the end of your trip (24 weeks for a multiple pregnancy). This restriction can vary between insurers, so always check your policy.

If you lose your possessions on holiday, your insurer will normally only pay out if you had taken reasonable care of them; if you had left them unattended you will be seen as negligent and claims will normally be refused. Likewise, if you leave any valuables unattended in your hotel room, vehicle or mobile home, and they are stolen, you may not be able to claim. If possible, keep your valuables in a room or hotel safe, or keep them on your person.

If your holiday has to be cancelled, there are some situations you will not be covered for. If you cancel simply because you decide not to go, for example because of a relationship break-up, you won’t be refunded. If your holiday is cancelled by the hotel, or if you have an accident or unforeseen emergency at home, most insurers will refund the costs you have paid so far, plus any cancellation fees due. Again, check your policy first to see what is and isn’t covered.

When you look for a travel insurance policy, don’t just go on price alone. Annual travel insurance may work out cheaper, but if you only go away once a year for two weeks, you’d only really need cover for that time. Also, read all the small print, and ask questions, to make sure the policy covers exactly what you need.

Then, in the mid-1990s, two things happened that forever changed the way people book travel. Number one, the airlines stopped paying commissions to agencies. This impacted them greatly since airline commissions were very important to their income stream. At about the same time, the first Internet booking engines like Travelocity came into existence. Over the years as the Internet sites got more user-friendly and offered better prices, less people went to the full service agency, instead booking their own travel online. In a way, the online booking websites trained millions of people to be their own travel agent. Of course, you don’t make a commission, but you do get a great Internet rate.

It’s important to keep in mind that for decades, the travel vendors (cruises, hotels, resorts, etc.) have depended upon the word-of-mouth advertising of travel industry professionals. It’s called free advertising. The travel properties routinely invite travel agents at a deeply reduced rate in exchange for the agents going home to promote their hotel or cruise line. The properties are not going to kick someone out of a hotel room so you can stay there cheaper, but if the room is going to go unused anyway in an off-season or shoulder season, then they will still benefit by having you stay there at a reduced rate and then help to promote their facility. It’s a win-win situation. If the hotel doesn’t rent that room tonight, it’s loss revenue forever.

Tax Benefits

It’s very important to understand the difference between traveling with after-tax dollars as opposed to traveling with pre-tax dollars as a business owner. Let’s look at taxes for a minute: if you are not a business owner, you are missing out on one of the advantages of tax-deductibility. Let’s take a simple example of the difference between an employee and a business owner. Let’s say the average American spends about $3,000 per year on travel and vacations. You may spend more. If you are an employee, you will have to earn about $4,500 down at the job and then net out $3,000 after taxes. You then spend the $3,000 on the vacations. At the end of the vacation, you have great memories, but no money in your pocket.

Contrast this with the travel business owner who also makes $4,500 (maybe even at the same job), but then buys the travel as a business expense. As a business owner, you don’t pay taxes until all business expenses are deducted. In addition, because you are a travel professional, you will probably get the same vacation at a reduced rate, say $1,500. Subtract this from $4,500 and you are left with $3,000. Now you must pay the same rate of taxes (let’s say about 33% or $1,000). You are left with $2,000 in your pocket and the good memories. Which way would you rather travel, as an employee or a travel business owner?

In addition to the travel being tax deductible (consult with your tax advisor), you may have other business expenses such as cell phones, internet connection, car expenses, cameras, etc. As long as you treat your travel business as a real business by documenting your business activities and expenses, you may have additional tax benefits (check with your tax advisor).
